

Suppliers' List
The Empowerment Initiative and its labels/brands (the "Empowerment Initiative") maintain a non-exhaustive list of pre-qualified suppliers (the "Suppliers' List") to submit quotations or tenders for supply of goods and services that we need. Listed suppliers may from time to time receive invitations to submit quotations or tenders. Inclusion is discretionary and may be by appointment, invitation or free application.
How To Apply
Applications should provide, at a minimum:

Legal name (each jurisdiction) and Legal form

Registered and principal office addresses

Business Registration Certificate (or local equivalent) and registration number
-
Website (if any) and nature of business (with length of experience in such nature of business)
-
Goods/services categories you can supply (attach capability statement, catalogues or descriptive literature)
-
Principal(s) for whom you act as accredited agent/distributor in case you are not manufacturer of goods listed

Names and addresses of three customers to whom you have supplied goods/services and who would be prepared to provide, if required, references in respect of the orders/service contracts which you have undertaken with them.
8. Owner(s) and Key officers (e.g., Managing Director/
CEO and at least two Directors or Partners) — names
and roles only
9. Two authorised procurement contacts (names,
positions, email addresses and phone numbers) for
quotations/tenders/contracts
10. Applicable licences/permits/certifications evidencing
legal capacity to supply the goods/services
11. Codes or policies (e.g., Code of Conduct/ESG) (if any)
12. Company chop and authorised signatories (if used)
13. Supplier Declaration per required format (duly
checked and signed)
We accept electronic submissions and electronic signatures where appropriate under Hong Kong's Electronic Transactions Ordinance (Cap. 553).
Responsibilities of Listed Suppliers
keep company particulars, licences, product lines and contact details accurate and up-to-date
respond promptly to quotation or tender invitations
perform contracts fully upon award, including on time delivery, quality standards and after-sales support;
comply with laws, including no advantages/bribes under Prevention of Bribery Ordinance; no collusion/bid-rigging under Competition Ordinance; and promptly disclose any conflict of interest relevant to an invitation or award
Inclusion, Review & Removal
Applications are processed by our Procurement Unit. Subject to credential checks, acceptable applicants will be included on the Suppliers' List. You will be notified if your application is successful. Ongoing inclusion depends on competitive offers and performance under any awarded orders/contracts. We may review status in light of new information, including evidence of:

conviction, being subjected to ongoing criminal investigation, and any public allegation of any indictable offence under the Laws of Hong Kong;

poor or inconsistent responses to invitations;

contract default and performance issues (timeliness, service quality, after-sales support, product quality);
-
conduct defying the tenets of any core value championed by the Empowerment Initiative;
-
material misrepresentation in any prior submissions to the Empowerment Initiative;
-
insolvency/financial distress; or
-
fraud, bribery, unethical practices, or competition-law concerns.
We may suspend or remove a supplier from the Suppliers’ List at any time at our discretion, without prior notice and without compensation.

Disclaimer: The Suppliers’ List and any invitations or notifications do not create any right or expectation to receive invitations or awards, and impose no obligation on the Empowerment Initiative to issue invitations or make awards. To the extent permitted by law, we disclaim all representations or warranties regarding uninterrupted, timely or error-free transmission of invitations or notifications, and will not be liable for loss or damage arising from any failure or delay in transmission or from suspension/removal from the Suppliers’ List, except that nothing herein excludes or limits liability which cannot lawfully be excluded.
Communications & Electronic Messaging
By applying, you consent to our contacting your authorised contacts for procurement-related invitations and notices by email or other electronic means. We will provide clear sender identification and an unsubscribe facility, and will honour unsubscribe requests and Do-Not-Call register requirements for fax/SMS/robocalls within the time required by law. You may opt out at any time without affecting your application or standing.

Procurement communications are operational. If at any time a message constitutes “direct marketing” under the PDPO, we will first obtain consent and provide opt-out. •Access/correction: authorised contacts have the right to access and correct their personal data under ss.18 & 22 and DPP6 of the Personal Data (Privacy) Ordinance.
